The Unseen is a mysterious group of shapechangers and illusionists that is working in the shadows to take control of Waterdeep.  Formerly a group of dopplegangers spies working as a unit for a mind flayer community, they were freed when the community’s leader was killed. 

The are now led by the mysterious Hlaavin, a greater doppleganger suspected of having developped psionic powers.

Possible Waterdhavian citizens replaced:

• Tovryn Hammer-Shanks, military advisor to the late Open Lord Caladorn.
• Azriban El Akhlaun, personal secretary to the late Open Lord Caladorn.
• Open Lord Caladorn.  The doppleganger who took his place was infected with a strange mutating disease. The doppleganger who replaced was not a member of the Unseen but an independant agent working for a unknown group or individual.
