The Overwatch governs the world. The Overwatch governs your lives – deciding where you live, what job you hold, and how much you eat. The Overwatch cannot be bribed, cannot be negotiated with, and cannot be influenced.
No one knows who controls the Overwatch, though their uniformed Enforcers are everywhere. There is no president, no emperor, and no body of representatives to hear complaints or to be exalted. They control the media, education, and all flow of information except word of mouth.
