Locast
Locast is nicknamed city of stairs as it is on a steep hill made even steeper over the years by earthquakes and fire. Each rebuild makes the city even taller. It is a walled city with a castle at the top.
Locast is the capital of Baradan and has been since the uniting of the various kingdoms now called provinces in the late second age. Previously the region was called the 33 kingdoms, although there was a 34th which sunk in the far past. The city itself is the capital and economic center of the region.
Just in the last couple of months many changes have rocked the city. The Rokan ruler of the region Kurawaska was poisioned by agents unknown, but suspected to be one of the clans and was killed by three assassins who were then killed themselves. Kurasawa’s aide Watanabe took over control and brought in a ghostly type of watch named the white Samurai who patrolled the city at night while the city watch worked the day.
Watanabe began to hang people suspected of working with the rebels who wanted Rokan rule to end. The hangings included women and children and eventually the city rioted, burning down the port section and part of , a section outside of the city. The rioting was put down but the lifeblood of the city the port was unusable.
The northern sea kingdom fleet sailed just outside the port a couple of days after that and the flagship docked, unloading Elric of Chernak and other advisors. They went to the castle unmolested and were there for over a week. Eventually Watanabe surrendered the city to Elric and then committed suicide the next day.
The city itself is divided into districts. The districts are generally divided by the city roads themselves. There are nine districts, each has a representative to care for their problems and worries. The district leaders meet twice a month and bring their desires and wants to the ruler of the city
