The Trade Federation is a guild of merchants. They are a member of the Corporate Sector Authority, which controls a number of powerful industry-based worlds. The CSA broke off from the Republic during the Clone Wars (in fact the whole point of Episode 1 was the Trade Federation attacking Naboo) and sided with the Seperatists. When the Seperatists were defeated, all of the heads of their various factions (including the Federation) were murdered by Darth Vader and their guilds and clans were presumably seized by the Republic. Their armies were disbanded. Palpatine, having firmly established control over all the major players in the galaxy, unveiled his New Order and declared himself Emperor – effectively dissolving the Republic.
Hopefully that made sense. Jables worked for the Excelsior Corporation, which is a part of the CSA, but which is not technically a government in and of itself. Jables has never really indicated which side he stands on regarding the Empire (though shooting down those Imperial fighters over Comdareen kinda decided that for him).

Isn’t that who it is.. the trade federation? or is it now the republic? or the empire?

I don’t think those are the correct stats for Jables. He should be level 3.
