Dead End Cell Entry Instructions

One of the least unpleasant ghettos of Dark Atlantis. This place is your cell’s base of operations, serving as a rallying point and sanctuary. Due to it’s low strategic importance and proximity to the Fringe, Dead End serves as a perfect location to serve as a base of operations. It shares borders with the demesnes of two Major Players but the Agency has not attracted too much attention at this point.
