The Southern Freelands
The Southern Freelands were once the center of the Jar’ri Empire. The capitol city of Highspire lay within the borders of this region. After the empire fell, the area entered a period of lawlessness as small communities huddled together in the darkness. After centuries of hard times, some communities that survived have grown into strong city-states. Trade has been established between several communities, and an arrangement made between rulers. The pact between four of the larger cities created the Freelands Union, but rarely do the states actually interact with each other aside from trade. For the most part, communities are on their own.
