Gallow’s Corner
Located just off John Clavering Boulevard, Gallow’s Corner acts as the central dispatch hub and barracks for the Dunwall City Watch, the Imperial Army and the Justicars. During the early years of Dunwall, Gallows Corner was a lonely country crossroads known as the Galloway Crossroad and a favorite spot for waylaying coaches. Crime along the Galloway Crossroad escalated so severely that Dunwall’s first official permanent City Watch station was built there. Since it’s founding, Gallow’s Corner has grown to encompass several dozen blocks around the Crossroads.
Entrances to Gallow’s Corner are all highly patrolled and secured by Walls of Light. The only residents allowed inside Gallow’s Corner are members of the Ministry of Judgement, including City Watchmen, Justicars, Imperial Soldiers, Royal Bodyguards, and Prison Administrators. Every member of a family living within Gallow’s Corner are expected to apply for one of the five sanctioned divisions of the Ministry of Judgement, including children who are often sent to Junior versions of the division they apply to.
Galloway Crossroad still acts as the center of Gallow’s Corner and the four buildings surrounding the Crossroad are all controlled by the Minister of Judgement himself, Haytham Kenway. The Crossroad itself is walled off and traffic through the heart of Gallow’s Corner is tightly regulated, so much so that residents often skirt blocks around Galloway Crossroad just to avoid the scrutiny. The four buildings that control the Crossroads are the Dunwall Armory, Dunwall 1st Watch Precinct, the Justicar Headquarters, and Kenway’s own personal barracks.
Within Gallow’s Corner there are five districts with almost constantly shifting borders. Each district is controlled by the Head of a Division of the Ministry of Judgement and Kenway has declared whoever holds the most territory at the time of his retirement to be his successor. Aside from being officailly sanctioned by the Dunwall Government, there is very little difference between how the Districts of Gallow’s Corner operate and gang turf in other areas of the city.
The City Watch District
Head: Everett Smith
The size of the City Watch District is only surpassed by the Imperial Army, controlling a majority of Gallow’s Corner. The City Watch Districts is historically the second largest district, just behind the Justicar’s. Recently, when the Justicar’s District started to fall, the City Watch thought they had a golden opportunity to become the top dogs. Yet, things didn’t work out and the City Watch find themselves in second place yet again.
Everett Smith was the sheriff of a small town in Morley before being suddenly promoted to the head of the Dunwall City Watch six months ago. Smith didn’t know why he was brought in until he arrived and saw his crew. The Watch was in rough shape, the city relied heavily on the Justicars and when their leader was arrested everyone turned to the unprepared Watch. In three months Smith had the Watch back on its feet and running better than ever. His rural brand of frontier sheriff went over shockingly well with his men and the aristocratic elite of Dunwall.
The Justicar’s District
Head: Vacant (Formerly, Elena Marquist)
The Justicar’s District was once the largest district in Gallow’s Corner, but since the arrest of Elena Marquist the district has been slowly seized by the City Watch and Imperial Army. When Kenway refused to appoint a new High Justicar the division was confused. In the months that followed the Justicar’s District was slowly picked clean by the City Watch and Imperial Army.
Many have commented on how odd it is that Kenway has yet to appoint a new High Justicar, yet many comment that it’s not surprising because no other Justicar’s have stepped up and seized control of the power vacuum left in Marquist’s place. The Justicar’s themselves were to afraid of seizing control and earning the wrath of Kenway, so instead they have slowly allowed themselves to crumble.
The Imperial Army District
Head: Führer Grace O’neal
The Imperial Army controls the largest district in Gallow’s Corner, having recently won numerous turf wars with the City Watch over unprotected sections of the Justicar’s District. When the Justicar’s District started to fall, the Army marched into neighboring districts before anyone had a chance to stop them. Their preemptive power grab was followed shortly by the City Watch but by then it was too late. The Army had secured a foothold and were able to enforce their new domain as the Watch scrambled to get itself in order.
A woman who was once described as “making a brick shithouse look like a pile of straw” controls the Imperial Army. To say that Grace O’neal, more commonly known simply as the Führer, control the Imperial Army with an iron fist would be a gross understatement. The Führer personally drills alongside her soldiers and is credited for building the strongest fighting force in Dunwall’s history.
The Royal District
Head: Oswaldo Cherry
The Royal District rarely vies for power, as the Royal Bodyguards are often treated as the unwanted child of the Ministry of Judgement. Because of the “wealthier” lifestyle of many of the Royal Bodyguards, most of the City Watch and Imperial Army scoff at the Bodyguards as pampered pretty boys (and girls) and never really get their hands dirty.
The fat Oswaldo Cherry currently controls the Royal District, but is more apt to be found within the walls of Dunwall Tower. While many levy criticism at Oswaldo for his appearance, sometimes attributing it to the perception of the Royal Bodyguard’s being weaker than other Divisions, very argue with his dedication to the job. Since his appointment after the deaths of the Imperial Family, Oswaldo has been acknowledged as stopping over a dozen assassination attempts on the Lord Regnant.
The Prison District
Head: Lyle Bolton
Traditionally the smallest district in Gallow’s Corner, the Prison District is more of a acknowledgement of the Prison system of Dunwall falling under the auspice of the Ministry of Judgement. Because Gallow’s Corner isn’t close by Coldridge Prison most of the Prison’s employees live in districts closer to their work.
The Prison District is controlled by the Warden of Coldrdige Prison, Lyle Bolton. Warden Bolton has been known to clash with Minister Kenway on numerous occasions and many speculate its only a matter of time before Kenway has him replaced.
