Somewhere in the Atlantic, several criminal organisations funded the creation of an artificial island, a huge floating platform out in lawless, international waters that serves as a hub for smuggling, drug running and other illegal activities. People pass through the place or route their cargo via it when they want to avoid legal channels or when the content is deemed too dangerous to be placed anywhere near the mainland. Murderers, thieves, criminal masterminds and scientists with a penchant for ‘unique’ research are all here.
