The Zhodani Consulate

The Imperium enjoys uneasy, but currently peaceful, relations with most of its neighboring states. In one of the great ironies, The Zhodani Consulate, the only other major neighboring human state, enjoys some of the most precarious relations with the Imperium, owing nearly entirely to its open practice of Psionic talents. Currently, there is a formal non-agression pact in place between the two powers, which forbids any kind of armed warship from crossing from one state into the other, though border skirmishes are not uncommon and some disupted territories exist. Accusations of territorial violations between the Imperium and the Consulate are fairly common, and their fleets tend to operate with relatively loose rules of engagement relative to each other, so travelers anywhere near the border regions between these two states are cautioned to remain alert to local conditions at all times.
