Luna is the goddess of the moon, one of the seven Incarnae, the highest and most holy gods of Yu-Shan. As with the other Exalted, the Lunars were fashioned to enact the will of their patron deity without actually being slaves to that deity (or else the Primordials could have simply commanded the gods to order their Exalted to surrender). The Fickle Lady, however, is a complicated being—more so than the other Incarnae or most other gods. Both her form and her nature can change with her varied whims; even her gender is not fixed. While she deigns to hold the moon’s face to a constant cycle for the benefit of mortals who depend upon such astrological regularity, no two who encounter Luna describe exactly the same visage or even personality.
Indeed, only two features occur among all descriptions of the Silver Goddess: a passionate love for Gaia and, by extension, Creation, and a strong preference for individuals, iconoclasts and outsiders over people who seek always to “fit in.” These two characteristics of Luna, above all others, guided her in fashioning her Exalted.
Some people (and gods) think Luna’s ever-changing appearance, personality and interests prove she must be crazy. Nevertheless, Luna may have a method to this apparent madness. By diversifying her portfolio of responsibilities across multiple identities, Luna is now worshiped under many different names, often by the same worshipers. In fact, Luna may actually have more mortal worshipers than the Unconquered Sun (though the Celestial Bureaucracy, for obvious reasons, does not tabulate the Essence offerings received by the Incarnae).
