Setting

Gobopolis is a massive underground city-state – sprawling, labyrinthine, and ever-changing. Built by and populated with goblins of every imaginable breed, it occasionally sees other races visiting from the surface. These visitors tend to find it completely unnavigable, due not only to its complex design but also to the bizarre layers of goblin bureaucracy, barely-functioning machinery, and general weirdness that permeate every aspect of life there.
