The Night Court of the most dangerous super villain of all time, and the least megalomaniacal (for a villain) is chalk full of villains with little regard for the law. While their most high chieftain is largely considered a ghost, even in his own organization, those who have seen him attest to his power and might. In true Truman fashion, his stick is very large. The Queen: Lilith McClaire, the lily of the Bad Street Boys, and the most dangerous woman in all of Borderline City. Not even the police can safely walk down the street on 4th Street.
