A rigid, intolerant Zoning Commission runs the city with a municipal iron fist, ensuring that every new building project adheres to design codes that promote harmony and turn the city, with its millions of inhabitants, into a giant work of art. The Commission has, in true Alliance fashion, overstepped its bounds into the personal lives of the city’s inhabitants, making the entire megalopolis reminiscent of the city-state of Singapore back on Earth-That-Was. Add to the mix a nightlife that makes Weimar Berlin look like Puritan New England, and you have just the kind of healthy tension that produces the kind of tortured creative content that has made so many of the studio executives billionaires, and has crushed the souls of so many young starlets-in-waiting.
