White Noise’s brother got him into serious trouble with the PCTF after working for Blackguard and having heard similar stories from other Powered criminals, White Noise set about creating a network for them so they can help each other out, or even organise jobs together. The ties were nowhere near as strong as a proper team as Nature’s Wrath who barely operate alone, this is more a loose collection of Powers who know they have someone they can call on if they need it.
