In 1990, Charles Newton Leon Jr. erected the Statue of Rights, a bronze representation of his father, Charles Newton Leon, one of the first known paranormal vigilantes. The tower represents the hardships that the paranormal society has gone through. It also represents the fact that there will always be someone looking out for the little person. Engraved in the base of the statue are thhe words: Some and All May See the Call…. It is, as of yet, unknown what this quote means, but everyone in County City knows it.
