New Rozian is a magnificent city built from the arcane. The city itself boasts an impressive number of mage towers, each devoted to specific areas of magical study. An extraordinarily large number of mages inhabit the city. On a given day, you’d be more likely to find floating discs carrying goods than actual carts. The city itself is extremely isolationist, preferring only to take in new students of magic or the occasional diplomat. As such, most of the portals from New Rozian to other locations are unavailable to the average civilian. The city has fairly simple stone walls which are reinforced with magic and various wards to prevent entry from anywhere except the main gate. The city itself is close to the ocean but its docks operate independently outside the city. New Rozian doesn’t have an army or a navy, since most of the mages are far too busy with their own magical research to care about the outside world. New Rozian doesn’t allow any sort of Sapphiran technology. In fact, the government of the city, a loose coalition of leaders from each of the mage towers, has declared Sapphiran technology to be an affront to the study of magic. This partially stems from outright arrogance over their superiority over mundane technology, but the real reason for the hatred is that Sapphiran technology was once used to destructively excavate ruins on Myranos, severely damaging them and leaving them useless for study. There is a thriving market for ancient artifacts in New Rozian, since Old Rozian is a vast network of above-ground and underground ruins. Old Rozian is a ways away from New Rozian, but the mages have set up a system of portal circles which allow for fast travel. It’s not sure what exactly caused the ancient civilization on Myranos to crumble, but there is evidence of war in the scarring of buildings and the large number of elemental guardians which kill any intruders on sight. Since ruin-delving is extremely dangerous, a large percent of the ruins remain relatively unexplored, and a number of novice mages die each year trying to make their fortune gathering artifacts.
Prollova Magic Academy is firmly under New Rozian’s sphere of influence. Around 90% of the mages in Obsidia are trained in the halls of Prollova. The school is free to enroll for anyone seeking an understanding of magical arts, but if a student fails to grasp the basic tenets of magic or creates too much trouble, they will be expelled immediately and magically branded with a glowing sigil, marking the student as a failure. There have been certain incidents involving vengeful ex-students returning as necromancers or assassinating other students, but for the most part those who are branded simply leave Myranos and give up on the study of magic entirely.
