Roup/Regina (0407) is a water world situated on the express boat route from Regina (Spinward Marches 1910) to Efate (Spinward Marches 1705). Its population of 3.4 billion is concentrated on the peaks of a few underwater mountains, the only dry land on the world. In addition to Roup Startown, other major settlements on Roup include Renoir, Lurka, Rudun, Ishakema, Lameburg, and Shikii City. Real food (as opposed to the local concentrates made from fish) is highly prized by the population. Roup’s citizens practice aquaculture on a planetary scale, with whole oceans sectioned off using bubblenets to maximise productivity.

Roup has always had a food shortage, and while quite rich due to the mineral wealth of its seas, mosl of the world’s funds go to food imports. The high prices have fostered the creation of a network of smugglers known as “foodrunners,” who risk Roup’s efficient police in the hope of making a killing. The sleady rise in law enforcement to control the huge population is the reason for the world’s amber classification.
