New Qehi was founded by Shogun Aelo III. It straddles the isthmus/strait connecting the East and West Twilight Lakes. The Kavusians have sculpted the swampy land into a network of canals and small islands. In the winter, when the lakes are at their lowest levels, the islands tower 10-20 feet above the lake. After the spring thaw, there is usually no more than a few feet of clearance. The islands are surrounded by stone retaining walls to protect them from erosion. Elegant stone bridges span the waterways at numerous points and boatmen ferry people and goods from the staircases that descend to water level. New Qehi is one of the few truly beautiful cities in the Shomaal.
