While almost considered obsolete during Secret Wars, the beginning of WWII will change peoples minds. In particular they are very strong defensively and as urban fighters where vehicles just are not nearly as adept. However most people simply don’t want to be a standard infantryman, especially with their death rates rivaling bomber crews during the war.
