Courtesy Ranks
By tradition, the following informal titles are used as a sign of courtesy:

A commissioned officer commanding any vessel is addressed as Captain regardless of his actual rank. Visiting officers are addressed by their actual rank.

Vice and Rear Admirals are routinely addressed as Admiral.

Any commissioned, not flag rank, officer commanding a squadron of vessels is addressed as Commodore regardless of his actual rank.
