“You have what you hold” extends to the king as well. If the wise and good King wishes to hold on to his honest people, he may stack things in favor of his honest citizens keeping what they hold. Providing city guards and marshals to help his honest citizens keep what they hold (and by extension what he holds). At that point the keep what you hold becomes a little more communal.

I like the River Freedoms, although “You have what you hold” seems like it could be “a bit harsh” for honest folk!
