    Harrowdale's rulers are the Council of Seven Burghers, the seven wealthiest folk of the dale. A Burgher holds his of her position for life, and upon a death in the Council, the Harrans appoint the wealthiest non-Burgher to fill the seat.

Tsuchikage (Earth Shadow):  Zora Rosenheart

   Wise and cunning best describes the character of Zora. Her modest personality and humble spirit often symbolizes weakness to others that do not truly know her. Those that do view these personality traits as strength and poise. However, her most visible trait is definately her awe inspiring beauty which she often uses to her advantage in several ways. Though she has been the acting Tsuchikage for just over a year now (the previous one being killed while protecting the village from an attack by members of The Order of The Faded Moon), she has had great success as leader. Iwakagure is the only hidden village of the five main villages to operate without an ANBU squad. This is no doubt due to the development of a group put together by Zora consisting of three talented shinobi. Currently, this special team has protected Earth Country from three seperate attacks, two conspiracy attempts, and completed over 40 different S-Class missions. Many citizens and shinobi believe that they are the only thing that stand between peace and another attack from The Faded Moon. 

Zora herself is no slouch on the battlefield, having successfully thwarted a takeover plot within her first 6 months as the acting kage, created by the combined efforts of the Drow and the Zhents. When in battle, she's never without her black wooden staff that has a clear jewel embedded in the center, she calls "Jizo" (meaning "guardian"). In addition to her excellent martial skill with a sword, she's been known to use a plethora of elemental techniques exhibiting her knowledge of most if not all of the elements.
