The year is 2063.

In the fifty years since the members of the United Nations signed the Yukoshami Accords granting all altered, hybrid, and meta-humans the same basic rights as baseline humans, much has changed.

Any grade school child can tell you that metahumans have existed as a race in whole or in part for the past several centuries. As a race, metahumans have steadily gained in power and ability over time, until the gap between baseline and meta has grown to a seemingly unbridgeable gulf.
