Lord Kochilar isn’t as dumb as he looks, but he’s thoroughly self-centered and arrogant. He’s had years of training from professional street fighters, and he fights dirty. In combat, he will feint at every opportunity. He generally will not make use of combat expertise to fight defensively – too arrogant for it.
Garish Kochilar is an uncouth, arrogant, witless incompetent who just happens to be the Viceroy’s cousin. He has no manners, spends his Watch salary and exorbitant government stipends on cheap wine, loose women, and bawdy songs, and has never been known to pay back a loan (although few will refuse to loan him money since despite being an idiot, he’s also known as a vicious dirty fighter). All of his faults are offset by one thing: he is still the Viceroy’s cousin.
As Watch Commander he officially oversees the Normaltown and Shield Street Watch Stations, although he’s rarely seen at either. He has a home in Seaside District; although he has no formal title (and hence responsibilities) of nobility, he’s about as wealthy as most Grandhees and has political connections similar to most Archons.
As Chief Undersecretary of the Imperial Office of Wine Importation and Inspection, he is nominally responsible for overseeing all importation of wine into Viridstan from other nations. As Viridstan is the single greatest producer of wine in this part of the world, very little wine is imported from elsewhere (with the exception of highly restricted Elven wine from the Elsenwood) so this office is responsible for very little in reality. Such wine as is imported is often confiscated by this office…
Unsurprisingly given his habits, he is a frequent attender of services at the Seekers of Joy temple, and less frequently attends Mer Shunna services.
He has recently been arrested by the Watch and charged with the unlawful creation, consumption, and distribution of Mermaid’s Tears, in connection with Sprydan Moondragon and the late Kelera, as well as with the unlawful possession and consumption of elven wine.
Lord Kochilar was found guilty of most of the crimes he was charged with and executed on November 27, 4433 BCCC. His head was displayed on a pike at the city gates for the next ten days.
