Diyun, The Shattered Port

The shadow port city of Diyun is located on the island of Shardstone off the west cost of the nation of Cheliax and is technically located on the lands claimed by the nation but despite this Her Infernal Majestrix, Queen Abrogail II of the House of Thrune ruler of Cheliax has denounced the city as being outside the her courts laws. In truth though the Queen and the rest of her court not only allows the port to continue but secretly support the lawless port do to the coin, influence, and power it bring to the nation of Cheliax. Although many may believe that Diyun is the most scum filled lawless port this side of the Eye of Abendego and the Shackles it is in truth their exist authority and institutes of power the run the city like any other, above all the city is over seen by the High Captains Council.
