Brugg looks and acts dumb – mainly because he is. He is the head enforcer, or bully boy, for the Customs House within the Seven Pilared Hall. Whenever somebody fails to pay their taxes or causes trouble to the town’s trade Brugg is sent out to teach them a lesson.
