Rokov is the leader of a gang of nezumi located in the underground warrens of Akai Taki no Machi. The local authorities are unaware of his presence despite the constant complaints from merchants concerning nezumi and lost goods from their warehouses. Rokov and his ratlings are good at what they do and without evidence the local guards have nothing to use to follow up on.

It’s easy to point the finger at the rats but who’s actually willing to crawl down through those holes anyway? The merchants can complain about the nezumi all they want but the town guards have better things to do than investigate some rats in a maze, besides if a merchant loses some crates here and there what’s it really matter? At the end of the day the greedy merchants are still rich regardless of a few missing crates.

As long as the local authorities stick to that tune Rokov couldn’t be happier and if things change? Well, a little money in the right hands can always make people look elsewhere.

Lanbei first met Rokov in Akai Taki no Machi

Relation to Characters
Following leads from local nezumi Lanbei was able to locate the lair of the elusive Rokov. After a brief altercation with the two nezumi guards Lanbei was granted an audience, but not before relinquishing his sword, with Rokov himself.

After explaining his situation to Rokov (along with a little money and some information regarding what was stored in the warehouse) the deal was made. Rokov would grant the service of three of his nezumi and one of his captains, Lukar, to assist Lanbei in his endeavor.
