Toby is the lowest-ranking member of the extended network of shady brokers and dealers in the organized Cold Trade of Port Echo. As a result, he is the most public contact person for the network, and the most exposed to reprisal. That said, a great deal of trust is placed in Toby. He has to ascertain whether any new contact is legitimate or a spy of the Administratum or (Emperor forbid) the Inquisition. If he determines that a person is reasonably trustworthy, he will send that person one run further up the network’s ladder.
