Colonel Scott Reynolds is the U.N.I.T. liaison to Torchwood. The two groups work hand-in-hand to combat alien threats to the Earth and its inhabitants, though they do have different solutions to the same problem.

Colonel Reynolds has been watching the activities of the group for some time and he thinks that they would be best to fill the vacancy at Torchwood IV in Indianapolis.
