There are 2 men who currently hold the title. It turns out it is an honorary title for the best wet runner in the city. There is normally only 1 man with the name however the fact there is 2 has lead to some confusion. When bloody murder and pointless destruction is being talked about it is generally James. When the jobs of a more subtle nature are actualy discovered it is generally attributed to Theoden… normally.
