Tobias is the district leader of the port district. There are nine district leaders in Locast, each has a seperate part of the city, Each is elected for a three year term with one third of the leaders to be elected each year. Tobias is the senior district leader having been elected for four terms. Some have said that he bought the last two elections but no proof has come forth.

Tobias is 5’10’ 170 lbs, blond hair blue eyes. Tobias is always dressed impecciably and has a smile on his face at all times. He aids the poor with either work or some form of charity which adds to his popularity with the local populace who tend to back him. Anything that goes wrong in the district seems to never be his fault

The port district was hit hard in a riot the previous which took out the dock area, the lifeblood for Locast and the housing for the poorer folk.

He has had the docks rebuilt in near record time and has instituted low income housing by having the temples donate money to the cause. The tempus arms opened in Talos 1876 and the Locast port houses opened in Cyric 1877
